When your Top Ad is submitted, it is placed at the very top of the listings in its category. As more Top Ads are placed, older ads are moved down the list, although they will still be shown before any of the free ads. Also, please note that Top Ads are only placed on top in the location that they are submitted to. For example- a top ad in Calgary will not be shown to users who set their location as Ottawa.
